Kaizer Chiefs, who along with Orlando Pirates, have been summoned to appear before the PSL DC for crowd trouble at the Soweto derby last Saturday, have responded to charges laid against the club.

Dear Sir,

Re: Fixture Orlando Pirates (OP) vs. Kaizer Chiefs (KC), 30.10.2004

We acknowledge receipt of your letter dated 01 November 2004 and hereby submit our report as follows:

  • That the above mentioned fixture was a “Category A” game in as far as high risk security assessments by the Premier Soccer League.

  • That Kaizer Chiefs Football Club was team B (visiting team) at the afore-mentioned game, playing away to OP.

  • Subsequently, KC was not responsible for any security arrangements and Event organizing responsibilities.

  • We attended the operational meeting preparing for the game in question on Monday, 25 October 2004 as visiting team and we attach a copy of the minutes of that meeting.

  • In terms of the rules of the PSL and according to the recommendations of the Ngoepe Commission of Inquiry, it is the responsibility of the league to hire an independent, professional security company that would assume full responsibility to ensure the safety and security of the spectators at this “category A” game.

  • Certain aspects of the working plan document were presented by FNB stadium General Manager, Dennis Mumble and discussed at the ops meeting, with outstanding operational plans to be submitted by Wednesday, 27 October 2004 to Mr. Mumble and we were not privy to the contents of those plans.

  • According to our understanding, Khululekani Security company were the professional security company hired for this game and were to work hand-in-hand with PSL security, made up of OP security, KC security (Our supervisors have submitted their report to us) and others like Moroka Swallows security, Cosmos security.

  • All these structures would be under the overall command of the professional security company responsible for the event, Khululekani. Strangely, it has since transpired from recent correspondence sent to us from the office of Mr. Mumble, which we attach here, that a different security company, Sidas Guards (Pty) Ltd was employed with full responsibilities for this game, contrary to the ‘Working Plan’ document and operations on the day.

  • To our understanding, Professor Ronnie Schloss and Mr. Dennis Mumble were the senior PSL officers over-looking security on the day.

  • We, however, do acknowledge that our fans were involved in an exchange of missiles with those of OP in the North East corner of the stadium as reported and that towards the end of the game, our fans threw bottles and other sorts of missiles. Subsequently, because of these acts of certain sections of our fans, the club could plead guilty of misconduct with mitigation.

  • Having received your correspondence on the preferred charges on this matter, we shall oblige as requested.

    We trust that the above information will assist in your investigation about the developments of this match.
